    LAHORE: The Lahore High Court has ruled that the computerised national identity card (CNIC) is not a “movable property” of its holder and cannot be blocked, impounded or attached by civil courts as a coercive measure in civil proceedings. Justice Tanveer Ahmad Sheikh handed down the ruling at Multan Bench, while allowing a writ petition filed by Muhammad Ali Ansari, who had challenged the blocking of his CNIC by the National Database and Registration Authority (Nadra) on the directions of a civil court in execution proceedings. A civil suit was filed against the petitioner, which came into his knowledge when Nadra blocked his CNIC in pursuance of a civil court order in the execution proceedings. The petitioner’s counsel argued that the coercive measure adopted by executing court/civil court was in flagrant violation of Section 18(2) of the National Database and Registration Authority Ordinance, 2000.     Bitcoin can be made quantum-safe without protocol upgrade: ResearcherA proposed workaround could enable quantum-resistant Bitcoin transactions without a protocol change, but high compute costs limit real-world use. A Bitcoin researcher has come up with a way that could immediately make Bitcoin transactions quantum-safe without the need for a soft fork.  In a proposal published Thursday, StarkWare chief product officer Avihu Levy proposed a Quantum Safe Bitcoin (QSB) transaction scheme that he said would remain secure “even against an adversary with a large-scale quantum computer running Shor’s algorithm.”  He added that the plan requires no changes to the Bitcoin protocol and operates entirely within the existing legacy script constraints. According to the health department, the dengue victim was a resident of city’s East district, while the mpox patient, a resident of Buffer Zone, is currently under treatment at the Sindh Infectious Diseases Hospital and Research Centre (SIDH&RC). “He is a 20-year-old student. He is stable and has no travel history,” SIDH&RC Medical Superintendent Dr Abdul Wahid Rajput told Dawn.
