Progress in preparing for the launch of the Special Tribunal within the framework of the Council of Europe, the completion of the creation of a compensation mechanism for the Register of Damage, and the consideration of claims against Russia by the European Court of Human Rights are parts of the unified system that the Council of Europe has created to ensure that Russia is held to full account for its crimes against Ukraine.

Minister of Justice Denys Maliuska said that it is possible that the final vision of the format of the Special Tribunal for the crime of Russian aggression against Ukraine will be achieved this fall. 

The Committee of Ministers of the Council of Europe instructed the Secretary General to draft documents that will lead to the conclusion of an agreement with Ukraine on the establishment of a Special Tribunal for the Russian crime of aggression.

The Coalition (Core Group) on the creation of a Special Tribunal on the crime of aggression against Ukraine includes representatives of 38 countries and several representatives of international organizations that have already held several working meetings.

Ukrainian President Volodymyr Zelensky has led the Summit of the Special Tribunal’s Core Group, involving 37 participants.

In order for Russia to be held fully responsible for the crime of aggression against Ukraine, two separate legal mechanisms must be created: a Special Tribunal and an international compensation mechanism based on the register of losses.

In order to establish a Special Tribunal for Russia’s crime of aggression against Ukraine, it is necessary not only to find a legal solution but to form the political will of partners to participate in this process.

The Republic of Guatemala will be the first nation of Latin America to join the Core Group on establishing the Special Tribunal for Russia.

Ukrainian President Volodymyr Zelensky insists that a Special Tribunal for the Russian leadership should be created as soon as possible, without waiting for the end of the war.
