Aqil, also known as Tahsin, was born in Lebanon in 1962. In 2023, the U.S. State Department issued a $7 million reward for information on Aqil for his part in the 1983 bombing at the U.S. Embassy in Beirut, which killed 63 people, and the 1983 U.S. Marine barracks blast, which killed 241 U.S. personnel
