El Niño will quickly develop into a strong event between July and September, fuelling the likelihood of extreme weather, the United Nations weather and climate agency warned on Friday. The World Meteorological Organisation said El Niño had already set in, and would quickly gain strength, as it warned countries to brace for impact. El Niño is a natural climate phenomenon that warms surface temperatures in the central and eastern equatorial Pacific Ocean, bringing worldwide changes in winds, pressure and rainfall patterns. It typically takes place every two to seven years and lasts around nine to 12 months. Conditions oscillate between El Niño and its opposite La Niña, with neutral conditions in between. The Pakistan Meteorological Department has released its seasonal outlook for July to September, forecasting above-average temperatures across much of the country while warning of increased risks of flooding, landslides and heat-related hazards.

The Pakistan Meteorological Department (PMD) on Monday extended its forecast of below-normal rainfall and higher-than-normal temperatures across most parts of the country from July to September. The PMD said in its three-month outlook, available with Dawn, that the Indian Ocean Dipole (IOD) is currently in a neutral phase and is expected to gradually transition into a positive phase during the season. Meanwhile, sea surface temperatures over the central and eastern tropical Pacific Ocean are currently exhibiting a warming trend, indicating the development of El Niño conditions, which are generally associated with suppressed rainfall anomalies over Pakistan. “Current projections suggest that these warming conditions are likely to persist throughout the July–September 2026 period, with a tendency to strengthen further as the season progresses,” the PMD report said. India, one of the world’s largest sugar producers, has banned exports of the key commodity until the end of September to ensure enough domestic supplies and prevent prices from rising. The government prohibited exports “with immediate effect”, according to an order issued late on Wednesday, other than limited exceptions, including consignments already in the pipeline. Exports under government deals for food security with other countries would also be allowed, the order said. The ban will stay in place until September 30. The Commission of Inquiry on Enforced Disappearances (CoIED) has disposed of 113 cases of missing persons during the month of September 2025, according to a report released on Friday. During the month, the commission stated that “14 missing persons returned home”. From March 2011 to September 2025, the commission received 10,636 cases, out of which 8,986 cases have been disposed of, while 1,650 cases are under investigation. “The disposal of cases works out to be 84.48 per cent consequent to the investigation of cases,” stated the monthly report. The report further stated that the commission has disposed of 289 cases during the three-month period of July-September, at approximately 96 cases per month. ISLAMABAD: While security forces put militants on the back foot in September, the first three quarters of 2025 saw nearly as much violence as witnessed in all of 2024. If this trend continues, the current year may turn out to be one of the deadliest in decades. This is the crux of two reports, issued by Pakistan Institute for Conflict and Security Studies (PICSS) and the Centre for Research and Security Studies (CRSS), about militant violence in the country over the past month. According to PICSS, militant violence dropped significantly in Sept 2025, with both the number of attacks and militant capacity showing sharp declines compared to the record levels seen in Aug. The PICSS Militancy Database recorded 69 militant attacks in Sept — a 52 per cent reduction from August’s 143. These attacks resulted in 135 deaths and 173 injuries, whilst militants abducted at least 27 people. The fatalities included 61 security personnel, 20 militants, and 54 civilians.
