  • Sindh leads Centre, counterparts in PPP liabilities

    ISLAMABAD: Overwhel­mingly led by Sindh, the country’s total contingent liabilities arising out of public-private partnership (PPP) projects — both at the Centre and the four provinces — exceeded Rs472 billion by the end of last month, according to the Ministry of Finance. In its first of the kind “Fiscal Risk Monitoring Framework for Contingent Liabilities of PPP Projects”, in line with commitments made to the International Monetary Fund (IMF), the ministry’s Debt Management Office reported a total of Rs472.3bn in such liabilities as of Dec 2025. More than 71pc (Rs335.6bn) of the total pertained to contingent liabilities of the Sindh government, which has the largest portfolio of 17 PPP projects — almost half of 36 across the country.     KARACHI: A provincial anti-corruption court has exonerated Dr Asim Hussain, former petroleum minister and close aide of President Asif Zardari, from all charges of corruption on the recommendations of the Anti-Corruption Establishment (ACE), Sindh. The National Accountability Bureau (NAB) had in 2016 filed a reference against the former petroleum minister and others for their alleged involvement in depriving the state of Rs462.5 billion from 2010 to 2013. The accused were charged with causing financial losses of Rs450bn through a fertiliser scam, Rs9.5bn through land encroachment / fraud and Rs3bn through money laundering. However, the reference was transferred to the anti-corruption court after tweaks in the National Accountability Ordinance (NAO). They also called for the withdrawal of an appeal by the Sindh government, challenging a two-judge Sindh High Court bench judgement on the preservation of Karoonjhar hills in Tharparkar.
