VARA and Securitize signed an MoU to foster more tokenization innovation in Dubai and explore how tokenized financial innovation should be regulated in the region. Dubai’s Virtual Assets Regulatory Authority (VARA) and BlackRock-backed tokenization platform Securitize signed a Memorandum of Understanding (MoU) to advance tokenization and digital asset infrastructure across the United Arab Emirates and Dubai. The MoU will establish a collaborative framework to support regulated tokenization initiatives, foster institutional participation and strengthen Dubai’s digital asset ecosystem, the companies said in a Thursday announcement shared with Cointelegraph. VARA and Securitize seek to support tokenization initiatives in Dubai, including projects initiated by VARA, to attract more talent and explore how tokenized financial products should operate under Dubai’s regulatory framework. Dubai’s VARA has licensed its 50th crypto firm, though only 39 VASPs were fully operational at the end of 2025 as the emirate’s regulated market continues to expand. Dubai's regulator announced it had issued financial penalties against 19 companies related to digital asset activities amid approval for BitGo's MENA entity. Digital asset infrastructure company BitGo said it had secured regulatory approval to offer specific services in Dubai amid the agency’s announcement of several enforcement actions. In a Tuesday notice, BitGo said its Middle East and North Africa (MENA) arm had secured a broker-dealer license from the Virtual Assets Regulatory Authority (VARA) in Dubai, allowing the company to provide “regulated digital asset trading and intermediation services to institutional clients.” The move came just a few weeks after BitGo said its European subsidiary could offer crypto services to local investors under a license from Germany’s Federal Financial Supervisory Authority.
